Bed Availability and Referral Platform Vendor Request for Proposal (RFP)
CRISP DC is seeking a sustainable solution to support centralized bed availability and referral workflows within the HIE serving multiple care settings including acute, sub-acute, long-term care, behavioral health, substance use treatment, and other residential and specialty settings.
Vendors are invited to propose either:
- A comprehensive, end-to-end solution supporting both bed availability and referral technical components; or
- A component-based solution focused on either bed availability or referral technical components that can integrate as part of a broader ecosystem.
All proposed solutions must integrate fully with the CRISP DC HIE infrastructure, leveraging services such as patient identity management, secure data exchange, and real-time interoperability using nationally recognized standards (e.g., HL7 FHIR). Vendors proposing component solutions must also demonstrate how their offerings would interoperate with complementary systems to deliver a cohesive end-to-end experience.

To ensure the solution is feasible, vendor must consider the underlying infrastructure and data exchange for the HIE. The proposed solution MUST fully integrate with the District’s existing HIE infrastructure. This includes leveraging HIE services for patient identity management, secure data exchange, and real-time interoperability using nationally recognized standards such as HL7 FHIR. The platform must enable seamless referral workflows and bed availability updates without duplicating data entry, ensuring alignment with the District’s care coordination ecosystem.
