Jacqueline D. Bowens currently serves as President and Chief Executive Officer of the DC Hospital Association (DCHA), a role she assumed in November 2016.  Prior to taking on her new role as the leader of DCHA, Ms. Bowens served as Chief Executive Officer of the D.C. Primary Care Association (DCPCA) for nearly four years (2012-2016).  DCPCA is a member driven organization of federally qualified community health centers and other advocates, committed to ensuring that all DC residents have access to quality health care that is equitable, easy to navigate and empowering. In her role as President and CEO of DCHA, Ms. Bowens represents 15 member hospitals, which include acute care, behavioral health, rehabilitation and pediatric facilities. Ms. Bowens works closely with the Board of Directors and the membership to advocate and advance District hospitals as leaders in innovative patient care, essential drivers of the local economy and change agents to achieve measurable gains in population health.  In 2015, DC Hospitals, employed nearly 30,000 people, provided over $1.1 million days in patient care and over $100 million in uncompensated care.
Ms. Bowens has also served as a professional staff member for former Congressman and Appropriations Committee member, the Honorable Louis Stokes, D-OH and; served as the Coordinator of the Congressional Black Caucus Health Braintrust, a coalition of health professionals and advocates comprised of nearly 2,000 health care and health policy leaders and advocates.  She has spoken nationally on numerous advocacy and public policy issues related to access to care, reimbursement strategies, crisis communication and, community partnerships.
She received a bachelor’s degree in Public Administration/Public Policy from the University of Southern California (USC) and earned an executive master’s degree in management and technology from the University of Maryland.  Ms. Bowens is also a graduate of Leadership Greater Washington.
Over the course of her career, Ms. Bowens has received numerous recognitions including, the 2014 National Association of Health Services Executives (NAHSE) Distinguished Women in Healthcare Leadership Award; the University of Southern California (USC) Alumnus of the Year (2004), awarded by the USC Black Alumni Association, the Women in Government Relations Most Distinguished Member Award and the American Hospital Association’s Grassroots Advocacy Award.  Other recognition includes, the D.C. Hospital Association’s Distinguished Service Award, the Association’s highest recognition; Business and Professional Women’s Foundation’s Women Mean Business Award and; recognition by Dollars and Sense Magazine as one of America’s “Best and Brightest”.

Ayanna Bennett, MD, MSPH, FAAP, is Director of the Department of Health (DC Health). Dr. Bennett is a healthcare and public health executive with more than 20 years of experience in clinical practice, clinical service design, system integration and quality improvement. Dr. Bennett most recently served as Chief Health Equity Officer and Director of the San Francisco Department of Public Health’s Office of Health Equity, where she focused on quality improvements and sustaining systemic change through policy improvement.​

Rosalyn is an accomplished healthcare leader and registered nurse with more than 30 years of experience in clinical care, case management, and population health. As a director within AmeriHealth Caritas DC, she has led innovative care management programs that improve outcomes for diverse and high-risk populations. Rosalyn’s expertise spans acute care, home health, and managed care operations, with a focus on integrating clinical best practices, social determinants of health, and data-driven strategies. She is passionate about advancing equitable, patient-centered care and mentoring the next generation of healthcare professionals.

Laura Hendricks, D.N.P., N.E.A.-B.C., R.N.-B.C., C.P.H.Q., is Sibley’s vice president of patient care services and chief nursing officer. Dr. Hendricks also is director of acute oncology and critical care services at Sibley. Prior to this, she held numerous progressive nursing roles at The Johns Hopkins Hospital and has more than twenty years of health care experience in the acute care, academic and community/public health settings.

Dr. Hendricks holds a joint appointment at the Johns Hopkins School of Nursing and is an adjunct faculty member at Capella University. She also is a national exam certification item writer and subject matter expert for the American Nurses Association. She received her doctorate in nursing practice with a concentration in executive leadership from Drexel University.

Bruno Petinaux, MD, was appointed Chief Medical Officer (CMO) at the George Washington University Hospital in June 2017. Prior to his official appointment, he served as Interim CMO for a year, during which he led the development and execution of many safety and quality initiatives.

In addition to his role as CMO, Dr. Petinaux is a Clinical Associate Professor in the Department of Emergency Medicine at the GW School of Medicine and Health Sciences and has been an Emergency Medicine physician at GW Hospital since 2002.

He co-chairs GW Hospital’s Emergency Management Program and has been very active in Emergency Management in the District of Columbia.  In addition to local Emergency Management experience in 2002, Dr. Petinaux served for 15 years as a Medical Team Manager for the Virginia Task Force 1/USA 1 Urban Search and Rescue Team, having responded to storms and earthquakes domestically and internationally.

Dr. Petinaux completed his Emergency Medicine residency at GW Hospital where he finished as Chief Resident. Along with his Medical Degree from the Sidney Kimmel Medical College from the Thomas Jefferson University in Philadelphia, Dr. Petinaux has a military background with the United States Army Reserve.

Mr. Plazas (he/him) holds a master’s degree in Science and Business Administration from Towson University and previously served as La Clínica del Pueblo’s Chief Operating Officer and Chief Financial Officer. He has nearly two decades of leadership experience in nonprofit health care, including roles as Vice President of Finance and subsequently as Chief Operating Officer at Planned Parenthood Maryland. Before his tenure at Planned Parenthood, he served as Director of Finance at Chase Brexton, a Maryland Federally Qualified Health Center (FQHC) serving 40,000 patients annually. Carlos enjoys cooking, watching fútbol, and spending time with his daughters.

Brinder Singh currently serves as chief operating officer of MedStar Georgetown University Hospital in Washington, D.C. Since being promoted to this role in 2021, his responsibilities include executive management of all hospital-based clinical service lines and all hospital support services. In the prior five years, Brinder served as the hospital’s vice president of professional services and executive director of the MedStar Georgetown Physician Group (more than 800 employed physicians). He also served in prior roles at the hospital, including director of professional services (2011 to 2012) and administrator of the Department of Anesthesia and Pain Management (2006 to 2011). Prior to his career at MedStar Georgetown, Brinder served as a financial analyst and senior financial analyst at Inova Fairfax Hospital in Fairfax, VA. Outside of his professional career, Brinder has served as an adjunct professor at Georgetown University in its Health Administration Graduate Program, where he taught graduate school finance and developed and instructed the first Healthcare Operations graduate class for the university’s MHSA program. In addition, since 2021, he has served as a member of Leadership Greater Washington to share his expertise and collaborate with other leaders to advise on pressing issues in the District. He was recently named in Becker’s Health as one of sixty academic COO’s to know in 2024. Brinder earned his bachelor’s degree in health care administration, with a minor in business management, from James Madison University in Harrisonburg, VA. He earned his master’s degree in health care administration from the University of Scranton in Scranton, PA.

As President and CEO, Craig is the lead executive responsible for developing and executing the strategic plan as well as ensuring strong financial controls and high-quality services. His focus is on driving interoperability and innovation by expanding Health Data Utilities through CRISP and member Health Information Exchanges across the country. He manages the senior team with an emphasis on fostering collaboration while advocating for the mission, vision, and values of both CRISP and CRISP Shared Services. Craig is also an instructor at the University of Maryland Baltimore County Master’s program in Health Information Technology. Prior to supporting health IT efforts, Craig led the start-up and operations of three physician-led, Advance Payment Medicare Shared Savings Program Accountable Care Organizations. He has a Master of Business Administration from Loyola University.
